The Arizona Department of Administration, State Procurement Office (SPO) is committed to ensuring that government procurement is conducted with integrity, transparency, and accountability. Our active contracts represent a wide range of goods and services sourced to meet the operational needs of our State Agencies and Cooperative members.

All contracts established by the State of Arizona are competitively solicited in accordance with the Arizona Procurement Code and applicable administrative rules. These laws and policies are designed to ensure an open and fair procurement process that delivers the best value to the State and its constituents.

Each awarded contract results from a rigorous sourcing process– such as Request for Proposals (RFP), Invitation for Bids (IFB), or other approved methods– that promotes the following:

Terminology

Understanding the types of contracts used in state procurement helps agencies, vendors, and the public navigate our processes more effectively. Below are definitions of common contract categories used by the State Procurement Office:

Statewide Contracts

These contracts are established for use by all state agencies and eligible cooperative members. They typically cover commonly used goods or services– such as office supplies, technology equipment, or vehicle rentals– and are designed to leverage the purchasing power of the entire state to secure the best value.

Non-Statewide Contracts

Also known as agency-specific contracts, these are awarded to meet the unique needs of a particular agency or department. They are not available for general use by other state agencies or cooperative members unless explicitly stated.

Cooperative (Co-Op) Contracts

Cooperative contracts are available to eligible local governments, trivial entities, school districts, and other public bodies that participate in the Arizona State Procurement Cooperative Program. These contracts help reduce duplication in procurement efforts and offer shared access to competitively sourced contracts.

Set-Aside Contracts

Set-aside contracts are designated for specific vendor groups, such as certified Arizona Set-Aside Program vendors. These may include nonprofit agencies employing individuals with disabilities or other qualifying organizations. The goal is to support social and economic policy objectives while fulfilling state purchasing needs.
