Cooperative Program

What is the Arizona Cooperative Program?

The Arizona Cooperative Program is managed by the Arizona Department of Administration, State Procurement Office as authorized under Chapter 23, Article 10 of the Arizona Revised Statutes. The State has over 900 statewide contracts that are available to Co-Op Members to buy from.

Coop Members include Political Subdivisions and Non-Profit Organizations such as:

  • Cities and Towns
  • Schools, and Educational Institutions
  • Healthcare Institution
  • Charities
  • Religious / Faith Based Organizations
  • Other Non-Profit Organizations

How to become a State Cooperative Member

Membership in the State Purchasing Cooperative is available to all Arizona political subdivisions including cities, counties, school districts, and special districts.  Membership is also available to all non-profit organizations, as well as State governments, the US Federal Government and Tribal Nations.  Non-profit organizations are defined in A.R.S. § 41-2631(4) as any nonprofit corporation as designated by the internal revenue service under section 501(c)(3) through 501(c)(6).

E-Rate Support

Many Statewide Contracts have been certified (Form 470) for use under the Universal Services Administrative Company (USAC)(link is external), Schools and Libraries Program (“E-Rate program”). Instead of doing their own Form 470 and corresponding competitive process, eligible Schools and Library Cooperative Members may choose to use the State’s Statewide Contracts to satisfy their filing requirements under this program and be reimbursed for significant portions of their expenses for telecommunications services, Internet access, internal connections, and basic maintenance of internal connections.

How to Find Cooperative Contracts in APP

1. Copy the desired Contract Type from the list below

2. Click this link: All State Contracts

3. Select "yes" in "Co-Op Contract Designation"

4. Paste the Contract Type in the "Keywords" field to search for specific contract
