The authority to enter into contracts and agreements on behalf of the State of Arizona is primarily derived from A.R.S. § 41-2501, et seq., the "Arizona Procurement Code". In accordance with A.A.C. R2-7-202 pursuant to the Arizona Procurement Code, the State Procurement Office manages the further delegation of Procurement Authority to the agencies.
For most state governmental units (SGUs consisting of agencies, boards, and commissions), the authority to enter into contracts and agreements is conveyed to them through a delegation of Procurement Authority from the State Procurement Administrator.
